Opening Ceremony Keynote Speech:

At the Opening Ceremony, Volker Türk, UN High Commissioner for Human Rights, delivered the keynote speech. His address offered a meaningful message on the values of Gwangju as a human rights city and the future direction of global solidarity among human rights cities. Human Rights Cities Against Authoritarianism and Populism
Following the Opening Ceremony, the Plenary Session examined the impact of the global rise of authoritarianism and populism on human rights and democracy. It also explored the role of human rights cities in responding to these challenges, as well as city-level approaches to restoring democracy.
